Why insulating a Chattanooga house starts with humidity, not R-value

Most insulation advice is written for cold, dry places. Chattanooga is neither. This page lays out the sourced facts about the local climate, terrain, housing stock, codes and utility programs, and what they mean for how insulation should be done here.

Hamilton County is in climate zone 4A, and the A is the important part

The International Energy Conservation Code divides the country into climate zones by heating and cooling degree days, then tags each zone with a moisture letter. Hamilton County, Tennessee falls in zone 4A. The 4 means moderate heating and cooling loads: neither the deep cold of the upper Midwest nor the year-round cooling of the Gulf Coast. The A means humid. By the IECC definition, a mixed-humid zone has 4,500 or fewer cooling degree days base 50 and between 3,600 and 5,400 heating degree days base 65, with enough precipitation and warm-season humidity to make moisture a design concern.

In practice that means a Chattanooga house has to be insulated for two seasons that push moisture in opposite directions. In summer, warm humid outdoor air is trying to get in and condense on anything cooled by the air conditioner. In winter, warm humid indoor air is trying to get out and condense on anything cooled by the outdoors. A cold-climate house only has to solve the second problem. A hot-humid house mostly has to solve the first. A zone 4A house has to solve both, and the cheapest way to do that is to stop the air from moving in the first place, which is why air sealing and spray foam matter more here than a pure R-value comparison would suggest.

Fifty-five inches of rain and 85 percent morning humidity

The National Weather Service forecast office in Morristown, which covers Chattanooga, lists the city's 1991-2020 normal annual rainfall at 55.00 inches. For comparison, that is well above the roughly 40 inches typical of the northeastern United States and nearly double what much of the Great Plains receives. The same page records an average of 46 days a year at or above 90 degrees and 59 days at or below freezing, which is the mixed-climate profile in numbers: real heat, real cold, and rain through all of it. The station's records include 9.49 inches of rain in a single day in September 2011 and 73.70 inches in the calendar year 1994.

Rain is only part of the moisture story. NOAA's National Centers for Environmental Information publishes long-term relative humidity averages for major stations, and the Chattanooga record covering 1948 through 2018 shows an annual average morning relative humidity of 85 percent and an afternoon average of 55 percent. In August the morning figure is 89 percent; in September it is 90. Those are the mornings when a vented crawl space is pulling in air that is nearly saturated, and when the underside of a metal roof or the surface of an attic duct is coolest relative to that air. Condensation is not a rare event in this climate. It is the default state of any cool surface exposed to outdoor air.

A city in a river bottom between two dams

Chattanooga sits on the Tennessee River in the Ridge-and-Valley section of the Appalachians. The river here is a series of reservoirs managed by the Tennessee Valley Authority: Chickamauga Dam, a few miles upstream of downtown, holds Chickamauga Lake, and Nickajack Dam downstream holds Nickajack Lake, with the city's riverfront in between. Lookout Mountain rises to the southwest, Signal Mountain and Walden's Ridge to the northwest, and Missionary Ridge runs along the east side of the city.

That terrain has a practical effect on moisture. Valleys hold cool, humid air on still nights, and the river and its reservoirs are a constant source of water vapor. Lower-lying neighborhoods along the river, on the flats of Hixson and Middle Valley, in the bottoms of East Ridge and Rossville, and along the creeks that drain into the reservoirs sit in that humid layer more than the homes on the ridges do. The ground under a crawl space in those areas stays damp long after a rain. None of this makes insulation impossible. It makes the choice of material and the order of operations matter more than they would on a dry hilltop.

The crawl space is the regional foundation, and it was built to be vented

The Southeast builds on crawl spaces more than any other part of the country. The National Association of Home Builders, analyzing the Census Bureau's Survey of Construction, reported that in the East South Central division, which is Tennessee, Kentucky, Alabama and Mississippi, 42.2 percent of new single-family homes started in 2021 had a crawl space, against about 11 percent nationally. NAHB's 2025 update notes the East South Central states have historically led the country in crawl space use even as the share has declined. Those are new homes; in older neighborhoods the share is far higher, because slab-on-grade construction only became common here in recent decades.

And the housing is older than people assume. Census Bureau American Community Survey five-year estimates put the median year built for housing units in the City of Chattanooga at about 1976, with roughly 55 percent of units built before 1980. Hamilton County as a whole is a little newer. Suburbs like East Ridge and Red Bank have median build years in the mid-1960s and roughly three-quarters of their housing predating 1980. Lookout Mountain and Rossville skew older still. Nearly all of those homes were built with foundation vents, on the assumption that outside air would keep the crawl space dry. In a climate where the outside air is 85 percent humid most mornings, that assumption fails, and the result is the wet batts, stained joists and musty floors that show up in a large share of the crawl spaces we look at.

What the Tennessee code says about insulation and crawl spaces

Tennessee's State Fire Marshal's Office adopts building codes statewide, and local governments may adopt and enforce their own codes provided they meet or exceed the state's. For one- and two-family homes the state currently adopts the 2018 International Residential Code with amendments and the 2018 International Energy Conservation Code residential provisions with amendments, the latter effective in July 2020. The amendments matter: Tennessee's version of the insulation table for climate zone 4 lists R-38 for ceilings, R-13 for wood-frame walls, R-19 for floors, and R-10 continuous or R-13 cavity insulation for crawl space walls, which is less than the unamended 2018 IECC would require.

The code also describes the sealed crawl space directly. Section R402.2.11 of Tennessee's residential energy code allows crawl space wall insulation as an alternative to floor insulation provided the crawl space is not vented to the outdoors, the insulation runs from the floor down to grade and then a further 24 inches, and exposed earth is covered with a continuous Class I vapor retarder. That is the encapsulation assembly in code language. It exists because vented crawl spaces have a poor record in humid climates, and it is the assembly we build.

Existing homes are generally not required to meet new-construction values when insulation is added, but those values are the sensible target. The City of Chattanooga and Hamilton County each run their own building inspection offices, and jurisdictions across the state line in Catoosa and Walker counties, Georgia, follow Georgia's codes. When a permit is required for a project, the local office has the final say.

EPB and TVA EnergyRight put money behind attic insulation and air sealing

Chattanooga's electric utility, EPB, distributes power generated by the Tennessee Valley Authority, and the two run a joint Home Energy Rebates program under TVA's EnergyRight brand. TVA's residential rebate page lists attic insulation, wall insulation, air sealing, and duct sealing and insulation among the measures eligible for rebates on existing homes, alongside heat pumps and water heaters. Rebate amounts are published on that page and change over time, so we do not quote them here.

The program has two features worth knowing before you hire anyone. First, EPB offers home energy evaluations through its Energy Pros and TVA offers a Home Energy Evaluation with a certified advisor, which are a reasonable starting point if you want an independent look at the house before getting quotes. Second, for existing homes the rebates are tied to work performed by contractors in the TVA Quality Contractor Network, which EPB lists on its website. Work done by a contractor outside that network, or by the homeowner, does not qualify. Whether a given contractor is in the network, and what documentation the program wants, are questions to settle before the work starts rather than after.

What all of this means for the job

Put the facts together and the approach follows. Because the climate is humid in both directions, air sealing is the first priority and insulation the second, which favors spray foam over loose products. Because the ground and the outdoor air are wet, anything below the floor gets closed-cell foam and a sealed vapor barrier rather than fiberglass, and the crawl space stops being vented. Because so much of the housing stock is older and built over vents, removal of failed material is a normal part of the job rather than an exception. Because the roof and the attic take the summer heat, the attic gets sealed at the floor and brought to depth, or foamed at the deck if the ductwork lives up there. And because the utility will help pay for some of it, the paperwork gets sorted before the truck arrives.

None of that is a sales pitch. It is what the climate data, the housing data and the code say about a house in this valley, and it is the reasoning behind every scope we write.

Does climate zone 4A change which insulation I should buy?

It changes how the insulation has to be installed more than which brand. In a mixed-humid zone air sealing has to come first, vapor retarders have to be placed with both summer and winter moisture in mind, and anything in a crawl space has to tolerate being damp. Spray foam does well on all three counts, which is why it is so common here.

Is a vented crawl space ever fine in Chattanooga?

Occasionally, on a high, well-drained lot with a dry crawl space and no ductwork below the floor. Those are the exceptions. The typical Chattanooga crawl space, low and damp with fiberglass sagging off the joists, is better off sealed, insulated at the walls and dried.
