Ooltewah has been one of the busiest home-building areas in the Chattanooga region for two decades. Along Ooltewah-Ringgold Road, Mountain View Road, Snow Hill Road and the Cambridge Square area, whole neighborhoods date from the 2000s and 2010s. Buyers reasonably assume a newer house is tight and well insulated. Often it is insulated to the code minimum and not especially tight, and in a mixed-humid climate the tightness is what matters.
The most common problems we see in newer Ooltewah homes are attic ductwork in an unconditioned attic, bonus rooms over garages with cold floors and hot ceilings, poorly sealed attic penetrations from the dozens of can lights and bath fans a modern house has, and vented crawl spaces that were code-legal on the day of the final inspection and damp within a couple of years.
Nearly every two-story house built in Ooltewah in the last twenty years has a room over the garage. That room has an unconditioned garage below it, unconditioned attic space around it, and knee walls and a sloped ceiling that are hard to insulate with batts. It is the room that is too hot in August and too cold in January, and its floor is cold year-round.
The fix is spray foam. Closed-cell on the garage ceiling below the room seals and insulates the floor and adds a vapor and air barrier against garage fumes. Foam on the knee walls and slopes finishes the envelope. It is a contained job that changes the usability of the room completely.
Much of the land east of the interstate around Ooltewah is rolling, and builders have used crawl spaces on the sloped lots. Those crawl spaces were typically vented with fiberglass batts in the floor. Given the local humidity, that assembly does not stay dry. Encapsulation of a newer crawl space is usually straightforward: clean block, decent access and no decades of debris to clear. Closed-cell foam on the walls and rim joist, a sealed vapor barrier and a dehumidifier bring the space up to the sealed-crawl-space standard that Tennessee's energy code describes.
Ooltewah is largely unincorporated with parts annexed into Chattanooga, and power comes from EPB in most of the area, so the EPB and TVA EnergyRight rebates may be available. Permits go through either Hamilton County or the City of Chattanooga depending on the address, and we confirm which before work begins.
